Essentially, it declared that using a wire transmission to place a bet or to gamble was illegal. Many lawmakers have taken this and applied it to online gaming since these casino games are played over the internet. Now, you have to keep in mind that this was before the internet and online casinos were available. Many opponents to this bill argue that it was pertaining to placing bets over the telephone for sporting events.
